Biography 
Julie Hudman
Director - District of Columbia Department of Health Care Finance
 
Dr. Julie Hudman brings a wealth of knowledge and experience to the newly formed Department of Health Care Finance.
 
Department of Health Care Finance Director Julie HudmanDr. Hudman previously served as an Advisor in the City Administrator’s Office of Mayor Adrian Fenty in Washington, DC.  There she was the lead person for providing direction, guidance and support on behalf of the Mayor and City Administrator to eight District health and human services agencies. She directly reported to the City Administrator and manages a team of six program analysts. She was responsible for budget development and monitoring; managing of agencies and cross-cutting initiatives such as homelessness and integrating services as part of education reform in DC public schools; policy and regulatory development and implementation, and analytical support to the City Administrator on District business. 
 
Prior to joining the Fenty Administration in January 2007, Dr. Hudman was an independent health care and political consultant based in Ithaca, New York. Her Clients included Manatt, Phelps and Phillips in their New York City office, where she provided policy, advocacy and strategic advice to health care and not-for-profit clients.  In addition, she was a consultant and guest lecturer at Cornell University’s Policy Analysis and Management Department and Policy Director for the 2004 NY-29 US Congressional campaign in upstate New York.
 
Previously, she spent over seven years at the Kaiser Commission on Medicaid and the Uninsured at the Henry J. Kaiser Family Foundation, where she was an Associate Director. Her work focused on Medicaid financing and enrollment, immigration health care issues, welfare reform, and issues related to health coverage and access to health care services.  She also served as a health policy analyst for the Secretary of Health and Human Services in Rhode Island and for the Health Care Committee in the Massachusetts State Legislature. 
 
Dr. Hudman earned her B.A. in Political Science from the University of Oklahoma, M.P.P. from Georgetown University, and her PhD from Johns Hopkins University School of Public Health.
